This paper introduces a new type LED constant current driving circuit SC 16749 that uses the Intelligent Balanced Plus-Width Modulation （ B-PWM ） patented technology. It can improve the brightness utilization and refr- esh rate, which are the key specifications of LED display system. It can solve the conflicts between the brightness utilization and refresh rate in traditional LED display system to improve the performance of the whole LED system.
